What does CLB stand for?
CLB stands for Canadian Language Benchmarks: Canadian Language Benchmarks. This is the the scale by which the Canadian government defines a foreigner's level of English, which can range from basic to native proficiency.
Why is the CLB scale named for Canada and not MERC?
The CLB scale is specific to Canada and is used in the context of migration for many programs such as Express Entry. The MERC scale is the Common European Framework of Reference and, although it also captures general language proficiency, it is not the scale used by IRCC for its assessment of Canada's official languages, English and French.
In this sense, it must be understood that the CLB is our guide in Canada and that its standards are the ones that determine the minimum and maximum level required to immigrate to this country.
Of the CLB and its required levels
In total, there are 12 levels of CLB and each level describes what the user is able to speak, write, listen and understand of the language. Let's look at some examples of what you can do with the minimum, intermediate and maximum levels in Canada:
- CLB 4: this is the minimum level required (basic) and with it you can obtain an immigration appointment.

- CLB 8 to 9+: this level is required to work, for example, as a nurse in Canada.
